軍公教勞等團體醞釀9月3日赴總統府前，抗議年金改革僅針對特定族群，是文革式改革。對此，行政院長林全2日參觀台電北部發電廠受訪時表示，公共政策本來就會有不同意見，並透過討論得到共識，因此希望大家以平常心來看待，這是民主社會必須經過的過程。

對此，林全表示，軍公教要上街遊行是他們的權利，這是他們表示看法的權利，這部分社會上都應該需要去尊重。當然公共政策本來就是會有不同意見，透過這些意見的激盪和討論，政府也希望最後聚焦到大家具有共識的結論，所以所有的這些過程，大家都應該用平常心來看待，同時也希望有理性的討論和理性的溝通後，希望能有共識，這是一個民主社會必須經過的過程。

軍公教勞等團9月3日抗議分成4個縱隊，分別從大安森林公園、二二八公園、中正紀念堂自由廣場、中正紀念堂大孝門等地集結，步行到凱達格蘭大道抗議。抗議人士認為，蔡英文政府的年金改革是文革式的改革，只針對特定族群，希望政府不要污名化這些特定職業和族群。
