  For the first time, the Japan Forum for Strategic Studies (JFSS) is inviting academics from Taiwan to attend the military simulation of a conflict involving the Taiwan Strait, The unofficial exercise scheduled for Tokyo this month will examine how a Chinese blockade of Taiwan and a large-scale assault will impact the region, per CNA. The simulation is the third since August 2021, but the first to invite military experts from Taiwan.

A delegation from the JFSS including senior former officers of the Japan Self-Defense Forces visited Taiwan in June. During their stay, they contacted the Institute for National Defense and Security Research (INDSR), one of Taiwan’s top defense think tanks..

Previous editions of the military simulations mostly involved Japan and the United States. The next event, scheduled for a weekend between July 15 and July 23, included Taiwan because of its location on key supply routes for Japan, per CNA.

The exercise will help plan the defense of Taiwan as well as show options for crisis management. The concept for the simulation was inspired by the late Prime Minister Abe Shinzo’s words that if Taiwan had an emergency, Japan also had an emergency, and so did the world..

A tabletop exercise conducted by a Japanese think tank simulating a Chinese invasion of Taiwan ended with the Chinese People’s Liberation Army (PLA) being cut off from logistics at sea and a deadlock on land, before the UN mediated an armistice.

The Japan Forum for Strategic Studies hosted the exercise in Tokyo on Saturday and Sunday in collaboration with military officials and analysts from Taiwan, the US and Japan. It was the third such simulation the think tank had conducted this year.

日本過度依賴美日安保條約是無用的,美國壓迫日本大肆購買美國的軍事武器設備,每年舉辦美日安保聯合軍事演習,其目的就是消耗日本的經濟財務,因為軍事演習都由美國幕後主導與控制,日本只是棋子,任由美國操縱,至於有部份台獨份子認為,美日安保條約有將台灣涉入,這樣一來誤導台灣人,認為美國同時會出兵保護台灣?

熟識國際法的權威人士分析,這樣一來只有台獨份子的解釋形同自我安慰而已,騙取選票因為英語版的條約沒有任何依字提議台灣,同時日文版本的條約也就是說沒有台灣的字樣.

Treaty of Mutual Cooperation and Security between the United States and Japan.

.In Article 1, the treaty began by establishing that each country would seek to resolve any international disputes peacefully. The treaty also gave prominence to the United Nations in dealing with aggression.

Article 2 generally called for greater collaboration between the two nations in terms of international relations and economics. At a summit meeting between U.S. President John F. Kennedy and Japanese Prime Minister Hayato Ikeda in June 1961, this clause was put into action with the formation of three cabinet level consultative committees - the United States–Japan Conference on Cultural and Educational Interchange (CULCON), the United States–Japan Committee on Scientific Cooperation, and the Joint United States–Japan Committee on Trade and Economic Affairs, all three of which are still in operation in some form.[4]

Article 4 suggests that the United States will consult with Japan in some manner on how it uses the U.S. troops based in Japan.

Article 5 commits the United States to defend Japan if it is attacked by a third party.

Article 6 explicitly grants the United States the right to base troops in Japan, subject to a detailed "Administrative Agreement" negotiated separately.

Article 10 allows for the abrogation of the treaty, after an initial 10-year term, if either party gives one years advance notice to the other of its wish to terminate the treaty.

The agreed minutes to the treaty specified that the Japanese government would be consulted prior to major changes in United States force deployment in Japan or to the use of Japanese bases for combat operations other than to defend Japan itself. Also covered were the limits of both countries jurisdictions over crimes committed in Japan by US military personnel.

.Tokyo, July 16 (CNA) The lack of a mechanism to facilitate direct security dialogue between Taiwan, Japan and the United States is a major concern, the president of a Taiwanese think tank said Sunday at the conclusion of a two-day tabletop war games event held in Japan.

The event was the first unofficial collaborative effort of its kind between the three countries since the Japan Forum for Strategic Studies first organized the exercise in August 2021.

The simulation focused on an attack and blockade of Taiwan by the Chinese Peoples Liberation Army, and on the battlefield management and collaborative defense mechanisms that would be put in place should a conflict break out in the Taiwan Strait.

After participating in this years event, Lai I-chung of the Taipei-based Prospect Foundation told CNA that a (security) mechanism for communications between Taiwan and Japan was currently "almost non-existent."

Citing Saturdays tabletop war games as an example, Lai said events such as simulated humanitarian evacuation efforts were carried out in more of an ad hoc manner which had resulted in many problems and difficulties.

He highlighted President T Ing W call in 2019 that direct high-level security talks between Taiwan and Japan were crucial.Through the tabletop simulation, Lai said he also learned how the Japanese government took many different matters into consideration when making decisions, which is contrary to how some high-level officials in Taiwan had believed the country was likely to simply follow U.S. direction.

During the simulation, the Taiwan side was led by Lai, with Taiwanese observers including Institute for National Defense and Security Research (INDSR) Chairman Huoh Shoou-yeh., INDSR Deputy CEO Lee Ting-sheng , and INDSRs Division of Defense Strategy and Resources Director Su Tzu-yun.

On the question of the establishment of a security dialogue mechanism between Taiwan, Japan and the U.S., Kihara Minoru, a lawmaker in the ruling Japanese Liberal Democratic Party, said at a press conference that while Japan and the U.S. have an alliance, the biggest problem is the lack of a formal relationship between Japan and Taiwan.

Minoru, who acted as Japanese defense minister during the two-day tabletop war games, said various exchanges had still been carried out through the Japan-ROC Diet Members Consultative Council, although at an unofficial capacity due to the absence of formal diplomatic relations...

It is important for Japan, the U.S. and Taiwan to formulate a security dialogue mechanism, he said, adding that everyone involved would seek an appropriate time to address the issue.

Meanwhile, the U.S. side was represented by Kevin Maher, the former head of the Office of Japan Affairs at the State Department, who acted as the countrys president during the two-day war game simulation.

Japan think tank invites Taiwan scholars to tabletop war games.Taipei, July 1 (CNA) Some Taiwanese defense scholars have been invited to observe the tabletop war games that will be held later this month by a Japanese think tank, simulating a military conflict across the Taiwan Strait, a source told CNA recently.

The source, who spoke on condition of anonymity, said the invitation was extended in early June, during a visit to Taiwan by Reiko Nagano, secretary-general of the Japan Forum for Strategic Studies (JFSS), at the head of a delegation.

Naganos delegation, which included former Japanese Ground Self-Defense Force chief of staff Kiyofumi Iwata, former Japanese Maritime Self-Defense Force chief of staff Tomohisa Takei and former Japanese Air Materiel Command Commander Oue Sadamasa, was in Taipei to visit the Institute for National Defense and Security Research (INDSR).

During the visit, the delegation extended an invitation for some Taiwanese defense scholars to observe the war games in Japan, which are expected to start sometime between July 15 and 23, the source told CNA.

The tabletop games in Japan would simulate a blockade of Taiwan by the Chinese Peoples Liberation Army, the INDSR had said earlier.

The response would focus on battlefield management and collaborative defense measures, in keeping with the notion that "a Taiwan emergency is a Japanese emergency," the institute said.

If Taiwan defense scholars do attend the war games as observers, it will be the first unofficial collaborative effort of its kind between the United States, Japan and Taiwan since the exercise was first held in August 2021, according to the INDSR.
