外交部表示，卡提斯上任後積極拓展巴國外交，卓然有成，包括促使巴國成為哥倫比亞、智利、秘魯及墨西哥所組成的「太平洋國家聯盟」（Alianza delPacifico）觀察員，及陸續主辦美洲國家組織（OEA）大會等重要國際性會議等，有效提升巴國國際地位。卡提斯曾於103年10月7日至10日率團來台參加中華民國國慶並進行國是訪問，此次專程率團參加520就職典禮。

外交部指出，卡提斯是巴國知名成功企業家，2009年即積極參政，並於2013年4月21日獲選為巴國總統。巴國在卡提斯領導下，近年致力強化公共建設、拓展經貿版圖、招商引資、提升公共服務品質及減輕政府財政負擔，創造政府、企業與民眾三贏局面，治理國家成效卓著，改革成果有目共睹。

外交部表示，巴拉圭是中華民國在南美洲堅實友邦，兩國建交於1957年，明年即邁入60週年，兩國邦誼篤睦，雙方高層互訪頻繁。巴國政府對中華民國有意義參加世界衛生組織（WHO）、國際民航組織（ICAO）、聯合國氣候變化網要公約（UNFCCC）等訴求及推案均鼎力支持。1050517
