華府保守派智庫企業研究所（ＡＥＩ）三日公布的台灣防禦策略報告中建議，為因應兩岸萬一交戰，進入台灣地面作戰的最壞狀況，台灣可考慮在縣市訓練民兵，使用輕型武器打游擊戰。

這份題為「嚇阻、防禦、驅離與結成夥伴」的台灣防禦策略報告，由包括薛瑞福、卜大年與石明凱等多位曾任美國處理兩岸事務重要官員共同執筆。

報告表示，中國已舉行過多次兩棲登陸演習，和過去的入侵能力相較，中國入侵台灣已成為一種十分可能的威脅。而台灣軍隊應能嚇阻脅迫、對抗多種脅迫狀況、驅離入侵行為並打地面戰，最後應與民間和外國部隊結成夥伴。

報告提到，兩岸接戰最壞的情況，就是中國軍隊已打上台灣陸地，因此台灣應準備好持久的陸地對抗，但為了戰略上台灣能持久，報告建議台灣可考慮在縣市層級訓練民兵，能使用輕型武器並有打游擊戰的技術。

不過，應邀評論這項報告，曾建議台灣可採「刺蝟戰術」，以小博大的美國海軍戰院專家莫瑞態度保留。莫瑞認為，台灣要嚇阻入侵，先要能擊潰任何渡過台海的人物。莫瑞也對台灣戰機起降的跑道，可能在戰爭一開始就被中國飛彈全數破壞表達憂心，「Ｆ十六沒有跑道，就飛不起來。」
