2016年大選之後，朝野對於由誰組閣產生歧見。總統府方面拋出多數黨組閣的建議，但民進黨憂慮將產生憲政疑慮；另一方面，已經率領內閣總辭的行政院長毛治國不接受慰留，並開始請假至新閣揆交接為止。
面對內閣運作停擺，新北市長朱立倫19日表示，他相信朝野可以形成共識，建立憲政慣例。朱立倫說：『(原音)我相信朝野一定會形成共識，因為這是第一次要形成憲政慣例。對於國家來講，我常常講說我們只有一個台灣、一個中華民國，朝野政黨也選完了，如何對台灣最有利，大家能夠形成一個共識。』
媒體報導指出，除了朱立倫為敗選負責、辭職下台之外，黨內有人要求名列不分區立委第一名的王金平也應該承擔敗選責任。對此，朱立倫表示，所有矛頭對準他即可，一切由他承擔。
至於國民黨內目前出現多名可能角逐黨主席的人選，朱立倫說，一切由代理主席黃敏惠和黨內協調、討論。
