（中央社記者蘇龍麒新北市7日電）副總統吳敦義今天表示，「馬習會」是兩岸最高領導人66年來頭一次正式面對面來會談，兩岸可以降低敵對狀況，引導向和平穩定發展，今天的會面對兩岸有很大的正面意義。
馬習會今天登場，總統馬英九清晨6時搭專機前往新加坡，與中國大陸領導人習近平會面。
吳副總統上午到新北市板橋區出席藥師法修持齋僧大會後受訪表示，依照憲法規定，有國家大事立法院可以通過決議，邀請總統到國會報告。
吳副總統表示，馬總統說過，如果立法院依照憲法規定提出邀請，一定會出席，因為這是很重要的事情。

吳副總統說，依照憲法規定，行政院長是最高行政首長，對立法院負責的是行政院長，因此立法院長王金平曾說過，依照憲法規定，總統應邀到立法院報告，不能夠進行質詢。
吳副總統表示，立法委員的質詢是對行政院長與相關部會首長，不及於總統，國家的體制是這樣，只要依照憲法體制規定，立法院做成決議，馬總統會尊重。1041107
