立法院19日將開議，邀請行政院長率部會首長進行施政報告及備質詢。依照過去慣例，政黨及個人總質詢需要1個半月左右才會結束，不過民進黨團總召柯建銘今天(16日)受訪時表示，「總統職務交接條例」有通過的急迫性，他已行文立法院長蘇嘉全盼召集朝野協商，縮短總質詢時間，維持政黨質詢並在2月26日或3月4日結束，委員個人質詢部分則不進行，保留時間處理法案。
對此，國民黨團副書記長王育敏則不贊同，認為質詢是立委權利，不該剝奪，應該維持原議程進行。王育敏並說，總統府已經啟動交接工作，不解政權交接條例一定要在520前通過的意義何在，呼籲民進黨不要抱有政治目的，應該將救災相關的法案列為優先。
時代力量黨團總召徐永明也持反對看法，認為張內閣目前雖然是看守內閣，但中嘉併購案、南台灣大地震後續及政權交接等重大政策仍在進行中，應該維持原本議程進行政黨及個人的總質詢，強力監督政府。
親民黨團總召李鴻鈞則說，縮短總質詢期程涉及剝奪委員的個人質詢權利，他將召開黨團大會、徵詢黨內成員意見後再做決定。
