新政府人事浮出檯面，兼具產官學經歷的林全出線任首位行政院長，籌組「財經內閣」。台灣區石化公會理事長陳寶郎持肯定態度，表示林全對產業有一定的了解，是合適人選，產業界「當然歡迎」。不過他也提醒新政府，須加快兩岸貨貿等自貿協定（FTA）簽署，否則台灣石化業將無路可走。
林全表態未來行政團隊的首重任務，就是重振台灣經濟，將藉轉型升級來提升產業競爭力。但陳寶郎提醒新政府想要拚經濟，光是強調產業競爭力還不夠。
陳寶郎指出，台灣石化業競爭力絕對不輸給日韓或東協，但在最大外銷市場大陸，正因為兩岸貨貿遲遲未果，反觀過去幾年間，這些國家先後與大陸完成FTA簽署，享有關稅優惠，但台灣卡在6%的高關稅障礙，起跑點輸給人家，難與這些國家競爭，他呼籲新政府應務實以對，正視兩岸貨貿簽署的迫切性。
不過兩岸貨貿，不論是馬政府還是陸方，都表態要視新政府的態度。言下之意，協商最快要等520後才能重啟，前提是新政府如何通過兩岸關係的課題。距離520總統就職大典，只剩兩個多月，陳寶郎稱新政府應該也有盤算，現階段產業界也只能等待。
