陳歐珀表示，當初準總統蔡英文當選後謝票時，就提過三點要求，其中一點就是要求民進黨要做「有紀律的團隊」，陳轉述蔡英文當時說法表示，「團隊一份子出事，整個團隊要一起承擔，請大家自我約束。」陳歐珀認為，《廉政條例》應是因應當初蔡英文這番說法，才會在這次臨全會提出這項黨章修正。

民進黨今將舉行臨時全代會，黨內規章研修小組提案修訂一系列內規，其中一條要處理的是《廉政條例》，該小組成員之一的立委管碧玲表示，處理廉政條例主要是配合《利益衝突迴避法》，也與國會改革修訂的《立法委員行為法》相同，都是加重紀律條款，強化利益迴避，「其實本來就有要求，只是特別加重一層到內部運作去。」

對於臨全會將討論《廉政條例》，民進黨立委陳歐珀表示，民進黨能從在野到執政，當然要接受最高道德標準要求，一個偉大進步的國家對政治人物要用最嚴格檢驗跟最高度懷疑來檢視政治人物，「這條沒人會有異議，我個人非常支持，相信會無異議通過。」

民進黨昨公布國會改革相關草案，其中，《立法委員行為法》也要求利益迴避，不僅擴大立法委員關係人之範圍，還禁止關說請託、交易行為，強化利益迴避規範，違反者要加重罰則，管碧玲表示，《利衝法》、《立法委員行為法》、《廉政條例》是一體的，把《利衝法》引進黨的內規跟國會自律。
