美國和俄羅斯都是聯合國「不擴散核武器條約」的締約國，冷戰時期，美國與前蘇聯的軍備競賽採「相互保證毀滅」策略，到了老布希時代，美國採不再製造新核彈頭的政策，直到2010年美、俄雙方簽訂「新戰略武器裁減條約」（ New Strategic Arms ReductionTreaty ），雙方同意，兩國在2018年2月前，都要達到部署不超過1550枚戰略武器的目標。

而川普針對美國擁核能力的發言，恰巧在俄羅斯總統蒲亭的類似談話後。蒲亭日前說，針對俄羅斯的軍事威脅消除前，俄國必須擴充核武庫。

川普再度透過推特（Twitter）發文，雖然不是正式新聞稿，但作為候任總統，他的一言一行難不讓人關切。他說，在全世界對核武有所意識前，美國必須採取大幅加強和擴大核能力的行動。
