全球矚目的川習會將登場，會中是否會觸及美、中、台相關議題，也引發關注。對此，陸委會副主委邱垂正表示，已向美方表達我方立場，希望美方與陸方協商不要犧牲台灣權益；另外談到兩岸熱線機制停擺，其實陸委會一直希望能通電話，但陸方沒意願，「不是我們打過去他們就會接」。

邱垂正強調，兩岸關係和台美關係一樣重要，已和美方溝通，盼美方信守對台灣的承諾，包括台灣關係法及6項保證，「不要以台灣作為談判的籌碼」；同時已充分掌握資訊，與其他部會共同研擬可能碰到的問題及因應對策。

另外，有鑑於蔡政府就任後，兩岸關係降至冰點，官方互動停擺，究竟何時能重啟兩岸熱線？根據《聯合報》報導指出，邱垂正表示，「不是我們不使用熱線，需要雙方合意」，我方一直希望能通電話，但陸方片面不溝通，這時就需要智慧與耐心。

不過，邱垂正也強調，熱線的設計，是因應雙方有突發狀況和問題，需要溝通聯繫，避免誤解、誤判；兩岸關係正處過渡期，陸委會將繼續展現毅力。
