（中央社記者陳俊華台北1日電）海軍雄三飛彈誤射事件，親民黨前立委李桐豪認為，這跟軍紀無關，但海軍應該要靜下心來，重新去檢視工作中的所有準則與工作細節，有沒有盲點或遺漏，否則很可能還會發生問題。

海軍司令部表示，金江軍艦預劃實施甲類操演驗收，上午實施雄三飛彈系統檢查測試時發生誤射，造成高雄籍翔利昇漁船中間位置貫穿，本國籍黃姓船長不幸身亡。

李桐豪晚間受訪時表示，只能說瞠目結舌，大家都知道重要武器的發射是有一定的標準程序，過程不僅是流程而已，還要有很多長官在現場監視，但會發生這樣的事情，就表示再怎樣完備的程序，如果所有人都已經有一個預先的設想，就會產生盲點。

李桐豪說，可能每個人都認為其他人都負責該負責的事情，認為就是安全的，其實不然，結果就會發生問題，用外國人的術語叫「莫非法則」，最認為不會發生問題的地方，就會發生問題。

他也說，問題發生在這個節骨眼上，若從財經觀點來看，有很多狀況都是一股腦的出現，事情發生有群聚現象的時候，在機率上會發生，「讓人覺得很多壞事接二連三出現，海軍現在就是遇到這樣的狀況」。

至於該怎麼去解決這個問題，李桐豪認為，這跟軍紀無關，但要所有海軍的軍士官兵應該要靜下心來，重新去檢視工作中的所有準則，有沒有盲點或遺漏，所有人行為上的慣性如果不去檢視，很可能問題還會發生。

李桐豪說，他不認為這是官兵的心態問題，因為大家行為上已經有慣性，國防部除了要妥善處理善後外，海軍更要靜下心來，沉著地去檢視所有操作的細節比較重要。1050701
