回應： 雷根總統對台”六點保證”及其來龍去脈

It is interesting to read the co-called
”六點保證”and consequently 薛瑞福新六點保證.
What puzzled me most were 2 points
namely point #6 on the ”六點保證”& point
# 4 on 薛瑞福新六點保證.
Both of them are very tricky in its
own wording in term of terminology.
Point 6 of former "could" sounded very
weak has no legal base; while later
"Taiwan’s sovereignty must be determined by the people of the PRC and the people of Taiwan....." has put Taiwan in an
unfavorable position in time of formal
negociation. Just my 2 cents.

一、美國無意就對台軍售設下截止日期。〔The U.S. had no intention to set a date to terminate arms sales to Taiwan.〕

二、美國不會就對台軍售議題事先與中華人民共和國諮商。〔Such arms sales would not be subject to prior consultation with the People’s Republic of China. 〕

三、美國不會在中華人民共和國壓力下停止對台軍售。〔The U.S. would not accede to PRC’s demand for a cutoff date for arms sales.〕 

四、美國不會修改台灣關係法。〔The U.S. would not amend the Taiwan Relations Act. 〕

五、美國無意扮演台海兩岸的仲介者，美國不能施壓迫使台灣與中華人民共和國展開談判。〔The U.S. had no intention to mediate between the two sides of the Taiwan Strait : the U.S. would not exert pressure on Taiwan to enter into negotiations with the PRC.〕

六、美國不支持中華人民共和國對台灣主權的主張。〔The U.S. could not support the PRC’s claim of sovereignty over Taiwan.  〕、"六點保證"的內容〔中英文版本〕

薛瑞福新六點保證的內容：

一、美國政府支持深化和鞏固台灣民主的努力。 The U.S. Government will support efforts related to the deepening and consolidation of Taiwan’s democracy.                    .

二、美國政府繼續執行台灣關係法的條文。 The U.S. Government will continue to implement provisions of the Taiwan Relations Act.

三、美國支持台海兩岸的對話與交流。The U.S. supports dialogues and exchanges between the two sides of the Taiwan Strait.

四、台灣主權的問題必須由中華人民共和國及台灣的人民以和平方式決定。The issue of Taiwan’s sovereignty must be determined by the people of the PRC and the people of Taiwan in a peaceful manner.

五、不論在任何情形下美國都不會犧牲與台灣的關係，以討好中華人民共和國。The U.S. will under no circumstance sacrifice its relations with Taiwan in order to please the PRC.

六、美國將試著協助台灣有意義的參與國際組織。 The U.S. will attempt to help Taiwan to participate in international organizations in a meaningful way.
