Wonky Cai hosted a ceremony of "self-made" project the other day on the item of diesel-powered submarine, and she claimed the project will dispel the suspicion on a "Can-do Taiwan".  Well, I do not mean to be a wet blanket to the project, but I really doubt it will succeed.
