林全說，當時就他第一時間的了解，華航的主管對跟勞方溝通，立場是滿強硬的，沒有妥協的空間，到最後工會是有可能走向罷工。但是，新政府那時的判斷是認為這件事情只要資方願意妥協，應該出現罷工的機會不大。

林全指出，當時其實新政府也知道華航董事長、總經理確實在立場上因為過度僵硬可能沒有辦法繼續維持，所以是有一個「換人」的打算；新政府認為，華航罷工投票已是必然會發生，等投完票再來換好了，可是等到投票完要再來換的時候，沒有想到那麼快就罷工。林全強調，新政府本來認為是不會有罷工，只要華航的資方能夠好好與勞方談，但新政府在人事處理上被耽擱了，以致於沒能即使處理，所以這算是「一個失敗的案例」。
