年金改革國是會議22日將在總統府登場，副總統陳建仁19日率先召開記者會公布改革草案內容及方向，未來18%優惠存款將「兩年一降」，分三階段降低，六年後歸零。對此，前警大教授葉毓蘭在臉書上批，「退休差那麼多，我實在很想回任」，為了生活所需，她也已經開始學習打工賺生活費，但政府的改革，真的很不人道」。

葉毓蘭在臉書上說，退休軍公教警消絕大多數都是埋頭苦幹，很少心有旁騖，「之所以可以戮力從公，就是有退休金的誘因，等到臨老時來上這樣的致命一擊，真的很不人道」，因此這段貸款年利率試算時間為危勞警消移海監的弟兄們發聲，就是希望這群人的辛苦能夠在年金改革中被看到。

「我領的不是警察待遇，退休金是照大學教師核發的」，葉毓蘭說，雖然考量她出國進修五年的投資報酬率並不理想，但是擇己所愛，愛己所擇，除了愛學生以外，她也了解警消移海監對國家社會的貢獻，以及辛苦，「我所受的教育訓練讓我還有競爭力，還可以打零工，甚至還可以考慮到國外謀職，但是我的警消移海監弟兄們不一樣，他們真的經不起這樣的大刀狂砍濫刪」。

葉毓蘭說她並沒有太在意自己年金砍多少，但是有許多軍公教的家庭就靠一份薪水、一份退休金，「年金改革改成這樣，最後的金額可能連推輪椅的外勞都請不起了，將來的社會氛圍只會變成人人為己，自顧不暇了」。

葉毓蘭強調，年金改革可能帶來的經濟蕭條的絕境，恐怕是在規劃時無法逆料，雖然相信陳建仁是個願意承擔的人，但還是希望國是會議召開前夕，這些無奈的聲音能被聽到。

不過，葉毓蘭也提到，如果當砍年金終將成為事實，不曉得是否有轉圜餘地，例如，「不夠生活的，能否資源回收，讓我們回任？」「以打折後的退休金不能生活的，能否請政府代為安排可以安養餘年的處所？」「能否把我們過去交的保費、退撫基金，比照保險規則的解約退還？」「請取消屆齡強制退休，讓軍公教警消可以做到葛屁」。
