外交部發布新聞稿，5月23日在金門舉行的第3次兩岸事務首長會議「夏張會（行政院大陸委員會主委夏立言與大陸國務院台灣事務辦公室主任張志軍會面）」，歐盟外交暨安全政策高級代表茉格里妮（FredericaMogherini）女士的發言人在今天代表歐盟發布歡迎聲明，表示「兩岸高階官員在金門會晤，是一項令人鼓舞的進展。歐盟歡迎有助兩岸關係和平發展的各項倡議。」

歐盟長期關注兩岸關係、國內情勢及東亞區域發展，總統馬英九自97年上任以來，已18度發布友好聲明，歐洲議會也9度通過友我決議案。
