萊斯﹝Condoleezza Rice﹞：2007年陳水扁要「以台灣之名加入聯合國」舉行公投，其實是thinly disguised ploy，真正目的是搞台灣獨立投票。 這個作法令北京tizzy，威脅要採行一切報復行動。扁這種搞法惹得美國大為光火，萊斯說：「當陳向華府僅存的朋友們乞求（entreaty）時，沒有一個人特別同情他」；當時有幾位國會議員打電話給她，「但是沒有人真正支持陳的立場」。 萊斯說，針對入聯公投，她在北京面對媒體時並未使用「挑釁」一詞，但她很審慎地「斥責」（rebuke）扁。
